uninstall XAMPP completely and reinstall information technology to the recommend path C:\xampp\

That is your initial error which produces aftereffects.
Find out why the user mysql is starting with does not have the permission or possibility to open ibdata1 in read-write mode

The outcome have been fixed.

Solution:

xampp -> mysql -> data -> delete ibdata and log files
